Abstract

Compared to other policies relevant to women’s issues such as sufferage, global institutionalization of abortion liberalization has been limited. Surely, there has been a modest global trend toward abortion liberalization but it was countered by powerful opposition. This research examines both global discourses on abortion and abortion liberalization across 169 countries from 1990 to 2009. I argue that the limited institutionalization of abortion liberalization is resulted from a lack of global consensus among different discourses concerning abortion that compete each other.
