안전도시 네트워크의 효과적인 구축방안에 관한 연구

안전도시사업의 경우 기획단계에서부터 수행 및 평가단계에 이르기까지 개인ㆍ조직ㆍ기관의 자발적인 의견일치를 유도하는 것이 현실적으로 어려운 경우가 많이 발생하게 되므로, 사업 참여 당사자들간의 효과적인 네트워크를 구축하는 일이 반드시 필요하다. 이러한 인적ㆍ물적 네트워크는 행ㆍ재정적 지원, 홍보, 프로그램 개발과 연계되어 안전도시를 유지하는 기반이 될 것이다. 안전도시 사업이 효과적으로 행해지기 위해서는 현재보다도 수직적ㆍ수평적 네트워크를 더욱 다양화할 필요가 있다. 앞에서 「수직적인 네트워크」의 구축방안으로서 중앙부서와의 정보 교류, 정기적인 학술대회의 개최를 제안했고, 「수평적인 네트워크」의 구축방안으로서 조례 제정 및 추진위원회 구성, 주민자치센터를 거점 안전도시시설화, 다른 안전도시와의 네트워크 구축, 국제적인 네트워크의 구축, 관련 공무원들의 인식 제고, 사업 기획단계부터 관련기관의 참여 확대를 제안했으며, 마지막으로 「정보 인프라」의 구축방안을 제시했다. 안전도시의 성공을 위해 여러 분야의 협력을 안정적으로 지속시킬 수 있는 방안들을 꾸준히 개발하여야 한다. 지역사회에 소재하고 있는 대학, 연구소, 분야별 전문가, 지방자치단체 요원, 시민단체, 산업주체도 꾸준히 네트워크에 포함시켜 서로간의 정보를 교류하고 협력할 수 있는 계기를 마련하고, 안전도시 프로그램의 활성화 방안을 모색하도록 하여야 한다.
Abstract
When we push ahead with the safe community projects, it is not easy to reach the agreements among individuals, organizations, institutions. It is indispensable to construct the effective network among the institutions directly involved. These human, material networks are the basic of maintaining the safe community. To carry out the safe community projects effectively, it is necessary to diversify the horizontal networks and vertical networks. To construct the vertical networks effectively, it is necessary to exchange the information with the central institutes and to open the symposium. To construct the vertical networks effectively, it is necessary to enactment the ordinance, organize the committee, lay stress on the community centers, construct the network with other safe communities, construct the international network, improve the related public officials' understanding, and enlarge the participation of the related institutes. Finally, it is necessary to construct the information infra. To perform the safe community projects successfully, we must develop the methods to maintain the cooperation among the various divisions.
