터키 테러리즘과 쿠르드 문제: 시대별 특징과 글로벌 & 로컬 요인을 중심으로

1923년 터키 공화국이 선포된 후 크고 작은 테러가 터키 내에서 발생했다. 본 연구는 시기적으로 1961년 헌법 개정으로 정치적 자유가 확대된 후 촉발된 좌-우파 간 테러를 시작으로 최근까지 터키에서 발생한 테러 사건에 대해 초점을 맞추면서, 테러집단의 형성과 테러의 전개 과정을지 분석하고 있다. 터키에서 발생한 테러는 시기 별로 국내 및 국제적 정치적 변화로부터 영향을 받으며 테러 양상에서의 변화를 겪어 왔다. 그리고 핵심에는 쿠르드족 문제가 자리하고 있다. 쿠르드 문제의 발생에 있어서 로컬, 글로벌 요소가 상호 결합하여 작용했다는 점이 터키에서 발생한테러의 특징이라 볼 수 있다. 터키의 테러 사건을 크게 세 시기로 나누어본다면, 우선 1970년대 좌-우파 간 테러, 1980년대-2000년대 초 쿠르드족의 분리주의 운동 및 이슬람 원리주의에 의한 테러, 2015년 이후에는 쿠르드노동당(PKK)과 이슬람국가(IS)가 연루된 테러리즘으로 정리할 수 있다. 본 연구의 주요 목표는 첫째, 터키 테러리즘1)의 역사적 전개과정과 시대별 특징들을 살펴보는 것이다. 이를 통해 터키 테러리즘의 시대별 성격은 물론 국내, 국제적 요소들이 어떻게 연관되어 있는지를 역사적 사례들을 통해 제시할 것이다. 둘째, 다양한 이론적 개념을 통해 터키 테러리즘에 내재된 로컬 & 글로벌 요인과 성격이 어떻게 상호 밀접하게 연관되어있는지를 살펴보고자 한다. 즉, 터키의 국내적 요인뿐만 아니라 당시 국제적 요인이 어떻게 결합, 상호 작용하면서 터키 테러리즘의 성격과 특징을 규정하였는지를 밝히고자 하는 것이다. 이러한 다각적인 접근을 통해터키를 비롯한 국제사회의 테러리즘이 비단 해당 지역의 문제뿐만 아니라 다양한 국제적인 영향들이 결합된 산물임을 밝히고자 한다.
Abstract
The study explores the characteristics of terrorism in Turkey by analyzing its global and local factors from geographical, ideological and historical perspectives, and suggests some solutions. A notable aspect is that the Kurdish movement has been directly or indirectly related with many cases of terrorism in Turkey. Various local and global factors have intertwined in Kurdish problems and terrorist incidents in Turkey until now. To dispel mistrust of the Turkish government and Kurds, ensuring credibility about the peace process between the two relevant parties is most important, and intervention and guarantee of the international community is essential.
