학교 내 CCTV에 관한 학생과 교사의 인식: 경기도 소재 중ㆍ고등학교를 중심으로

초록

본 연구는 경기도 소재 중ㆍ고등학교 학생과 교사를 대상으로 학교 내 CCTV에 관한 인식을 알아보고자 수행되었다. 연구에 사용된 설문지는 학교 내 CCTV 설치동의, 범죄예방, 질서유지, 인권침해, 신뢰감소의 5가지 하위영역으로 이루어졌다. 연구 결과는 다음과 같다. 첫째, 교사는 학생보다 CCTV 설치에 더 동의하였으며 교실과 교무실용 CCTV 설치에는 부정적으로 답한 반면, 학생은 교실용 CCTV에는 부정적인 응답을, 교무실용 CCTV에는 긍정적으로 답하였다. 둘째, 교사와 학생은 모두 CCTV가 절도, 학교폭력, 시설물 파손 방지 등의 범죄예방에 효과가 있다고 보았으며, 왕따 예방과 관련하여 학생들은 CCTV의 부정적인 효과를, 교사는 긍정적인 효과를 기대했다. 셋째, 교사는 질서유지, 흡연 방지, 무단외출 방지에서 CCTV의 긍정적안 효과를 기대했으나 학생들은 흡연방지에만 긍정적으로 답하였다. 넷째, 교사와 학생 모두 CCTV가 범죄와 무관하게 이용될 가능성, 사생활 침해가능성, 감시받는다는 느낌을 답했으며 교사는 더 부정적으로 인식하였다. 마지막으로, 학생과 교사 모두 CCTV가 학교공동체 구성원 간 신뢰를 감소시키지 않는다고 답하였다. CCTV 설치동의, 범죄예방, 질서유지, 인권침해 인식에 있어서 학생과 교사는 통계적으로 유의미한 차이가 있었으며, CCTV의 신뢰감소 효과에서는 차이를 보이지 않았다. 이상의 연구 결과를 토대로 CCTV 설치 및 효과와 관련한 교육공동체의 소통과 성찰, 친인권적인 CCTV 운영, 역감시체제 구축을 통한 감시와 통제, CCTV 감시문제를 보는 패러다임의 전환을 제언하였다.

Abstract

This study aims to examine perceptions of students and teahcers on CCTV installed in a school. For achieving the goal, a survey was conducted. The questionnaire is composed of five parts; consent to CCTV installation, crime prevention, order maintenance, a human rights violation, and trust decrease. The results are as follows. First, teachers agreed with installing CCTV in a school but had no consent to installing in both a classroom and a teachers’ room. On the contrary, students agreed with installing in a teacher’s room but did not agree with installing in a classroom. Second, both students and teachers thought that CCTV is an effective deterrent for theft, school violence, facilities break down, criminal identification, etc. but teachers had more optimistic attitude to the effect of CCTV. In terms of the effect of CCTV on bullying, students had negative expectations but their counterpart had positive one. Third, teachers expected that CCTV would be effective on order maintenance in motion, smoking prevention, tardiness and absence without leave, but students expected a positive effect of CCTV on only smoking prevention. Fourth, both students and teachers thought there was a danger that CCTV could be used regardless of a crime and violate people’s privacy that they could feel being under observation. Finally, both students and teachers thought that CCTV would not damage trust among students nor among teachers nor to the school. Based on the results, school community members’ communications and reflections about the effect of CCTV, strict and human rights friendly management of CCTV, and counter-surveillance system construction were suggested.
