연구목적: 아웃소싱된 IS 개발 당사자들의 교차지식과 관계 거버넌스가 이 IS 개발의 거버넌스 성과에 미치는 영향을 밝힌다. 논문구성/논리: 본 연구에서는 ISD의 거버넌스 성과를 의사결정 통제 성과와 의사결정 관리 성과로 구분하여 아웃소싱 프로젝트 계약의 당사자인 발주자(계약의뢰기관)와 수주자(개발사)의 교차된 지식이 ISD 거버넌스 성과에 미치는 영향 및 관계거버넌스 구축이 지식과 성과 사이에 미치는 효과에 대해 분석하기 위하여 지식기반관점과 IT 거버넌스 이론에 입각하여 모델을 수립하고 가설을 설정하였다. 결과: 총 254개의 발주자 설문 결과를 대상으로 하여 분석한 결과, 발주자의 IT 지식은 의사결정 통제 성과뿐만 아니라 의사결정 관리 성과에, 수주자의 도메인 지식은 의사결정관리 성과뿐만 아니라 의사결정 통제 성과에도 유의한 영향을 주는 것으로 확인되었다. 독창성/가치: 본 연구는 짧은 계약기간을 두고 추진되는 개별 정보시스템 개발 단위에 대한 거버넌스의 성과에 영향을 미치는 지식 요인과 이를 위한 효과적인 거버넌스 메커니즘을 밝히기 위해 아웃소싱 거버넌스 모드와 IT 거버넌스 모드를 통합한 모델을 제시함으로써 향후 폭 넓은 거버넌스에 대한 연구 기반이 될 것으로 기대한다.
Abstract
Purpose: We propose a model of ISD performance that includes client’s IT knowledge and vendor’s business knowledge, as antecedent variables that affect relational governance, which in turn affect decision right control performance and decision right management performance as ISD governance performance. Composition/Logic: We tested this model using survey data from 254 IS projects in South Korean public sector firms. Our results validate the significance of the overlapped knowledge of contract parties (client’s IT knowledge and vendor’s business knowledge) and relational governance implementation in shaping ISD governance performance. Implications for research and practice are discussed. Originality/Value: As a result of our inattention to the IT governance on the outsourced information systems development (ISD), governance mechanism, its antecedents, and its performance, the academic literature has lagged behind contemporary ISD governance practices as the demand for effective ISD governance implementation has grown. To address this gap, we propose a model of ISD performance Implications for research and practice are discussed.
