Abstract

The relationship between occupation troops and Military Government personnel was the subject of a letter of 9 November 1945, signed by General Hodge, which stated the form that date the Commanding Generals of the 6th, 7th, and 40th divisions and ASCOM 24 were to be Territorial commanders in addition to their other duties and were the direct representatives of the Commanding General do the United States Armed forces in Korea. Upon the arrival of Military Government units at their assigned locations throughout Korea, they were to be attached initially to the major command performing occupation duty in their areas. The whole matter was scheduled for, and received, fairly early solution with the establishment of Headquarters, United States Army Military Government in Korea(Hq USAMIK) as of 4 January 1946. By prior agreement with the USAFIK, and consonant with letter of 9 November, 1945, MG installations were removed from tactical command as of 14 January 1945 and placed under the command of Hq USAMGIK. Several broad policies over which the 24Corps had no control made it impossible for them to carry out a program more closely in step with these intelligence observations. The division of Korea and the administration of each half by a single nation combined the disadvantages of single control and joint control offering few of the advantages of either.
