연구목적: 2018년 기준 세계경제포럼(WEF)의 국가경쟁력 지표에서 우리나라 항만인프라 부문은 23위로 철도 7위, 도로 12위, 공항 13위 등 여타 인프라 대비 상대적으로 낮게 평가되었다. 이에 우리나라 항만당국은 지난 2019년 “항만인프라 경쟁력 수준 평가 및 개발 기준 마련 연구”를 통해 국제 수준의 종합적인 항만인프라 평가 시스템 개발을 1단계 사업으로 완료하였다. 이후 2020년부터 2022년까지 약 20개월 동안 “국제 항만인프라 경쟁력지수 적용 및 사업화 방안 마련 연구”를 2단계 사업으로 완료하였다. 본 연구에서는 1단계 사업에서 개발된 국제지수의 평가항목에 대해 재검토하고, 2단계 사업에 반영된 종합적인 항만 경쟁력 수준을 평가 가능한 ‘항만인프라 충분성 지수’에 대한 국제적 공신력 확보를 핵심 목적으로 한다. 논문구성/논리: 본 연구는 총 5개의 장으로 구성되어 있다. 2장은 국내외 항만인프라 평가 사례를 분석한다. 3장에서는 항만인프라 충분성 지수 개발 개요를 소개한다. 4장은 평가항목 검증 결과를 제시한다. 결과: 국제지수의 공신력 확보를 위해 국제연합무역개발협의회(UNCTAD)를 비롯해 총 13개 국제협력 기관으로 구성된 국제자문분과위원회를 구성·운영하여 지수의 평가항목 및 방법에 대해 검증하였다. 평가항목 및 방법에 대해 두 차례에 걸친 국제자문위원단의 검증 결과, 최초 정시성, 안전성, 친환경, 디지털 등 4개 영역 총 17개 항목에서 정시성, 친환경, 디지털화 등 3개 영역 총 11개 항목으로 개편되었다. 독창성/가치: 본 연구는 기 개발된 항만인프라 경쟁력 수준을 국제적 수준에서 평가 가능한 지수로 고도화하기 위해 보완하고 개선하였다. 이 과정에서 국제자문분과위원회의 검토 및 검증을 통해 국제 공신력도 확보하였다. 더불어 지수의 명칭도 ‘항만인프라 충분성 지수’로 변경하였다.
Abstract
Purpose: In the national competitiveness index of the World Economic Forum (WEF), as of 2018, Korea's port infrastructure sector was ranked 23rd and is relatively low compared to other infrastructures such as railroads 7th, roads 12th, and airports 13th. Therefore, the Ministry of Oceans and Fisheries in Korea completed the development of an evaluation system for port infrastructure at the international level in 2019. After that, for approximately 20 months from 2020 to 2022, “Research on the application of the international port infrastructure competitiveness index and preparation of commercialization plans” was completed. The primary purpose of this study is to review the indicators of the international index developed in the previous projects and to secure international public confidence. Composition/Logic: This study consists of five chapters. Chapter 2 draws implications through analysis of domestic and international port infrastructure evaluation cases. Chapter 3 introduces the outline of the development of Port Infrastructure Sufficiency Index(PISI), and Chapter 4 presents the verification results of evaluation indicators. Findings: To secure public confidence in the international index, the International Advisory Subcommittee consisting of 13 international cooperation organizations, including the United Nations Conference on Trade and Development (UNCTAD), was organized and operated to verify the indicators and method of the index. The resultant verification showed that 17 indicators in four categories of punctuality, safety, eco-friendliness, and digitalization were reorganized as 11 indicators in the three categories of punctuality, eco-friendliness, and digitalization. Originality/Value: This study supplemented and upgraded the already developed port infrastructure competitiveness level index to that of an international level. In this process, international public confidence was secured through the review and verification of the International Advisory Subcommittee. Additionally, the index name was changed to ‘Port Infrastructure Sufficiency Index.’
