‘지방대학혁신역량강화(NURI) 사업’은 성공적이었는가?: 졸업생의 노동시장 성과에 대한 분석

본 논문에서는 지방대학 졸업생 중 누리사업 지원 대학/학과 졸업생과 미지원 대학/학과 졸업생 간의 노동시장 성과의 차이가, 누리사업이 시작되기 전인 2005년졸업생과 누리사업이 본격적으로 시행된 이후인 2010년 졸업생들 간에 어떠한차이를 보이는지 분석하였다. 소위 차이의 차이를 분석하는 ‘이중차감분석’을 실시한 것이다. 분석 결과 누리사업으로 학생들의 교육만족도가 증가했으며, 대형사업의 경우 졸업생의 취업률이 증가하고 직장 초기 단계에 직장만족도가 증가하는 긍정적 효과가 있었음을 확인하였다. 하지만 어떤 지표를 분석하더라도 취업의 질이 향상되었다는 증거는 발견되지 않았다. 또한 졸업 후 자신의 출신 대학지역의 노동시장에 잔류하는 경향에도 유의한 변화가 나타나지 않았다. 지방대학에서 양질의 인력을 양성하여 지역 발전을 이루고, 이를 통해 우수한 인재를 다시지방대학으로 진학하도록 유인하는 선순환 구조를 만들겠다는 누리사업의 원래취지를 달성하는 데 있어, 당시 이 사업의 성과는 한계가 있었던 것으로 판단된다.
Abstract
The paper analyzes the effect of NURI(New University for Regional Innovation) project by using difference-in-differences model. The key issue is how the differentials of the labor market performance between university graduates supported by NURI project and those not supported by this project has been changed, from 2005 when NURI project did not start to 2010 when this project impacted on all local university students. The results show that NURI project improved the satisfaction of students’ education, increased the employment rate of graduates in case of large-scale project, and had a positive effect of improving job satisfaction in the early stages of work. However, there is no evidence that this project had a statistically significant effect on the quality of employment, even if any indicators were analyzed. In addition, there was no significant change in the tendency to remain in the labor market of his/her university area. The goal of NURI project was to create a virtuous circle in which local universities nurture high-quality human resources to lead local development and attract talented high school graduates to attend local universities. The empirical results of the paper reveal that the NURI project at that time was not successful in achieving this goal.
