지역사회복지서비스 전달체계의 향상을 위한 서비스공급자와 수요자간의 인식비교 연구: 의정부, 양주, 포천시 공무원과 노인을 중심으로

본 연구는 의정부, 양주, 포천시 노인복지서비스 전달체계의 향상을 위하여 서비스의 공급자인 공무원과 수혜자인 노인들의 인식을 비교하였다. 이는 전달체계의 효율적인 운영을 통해 노인의 삶의 질 향상을 위한 방안을 모색하는데 토대가 될 수 있는 기초자료로 제공하고자 함이다. 의정부, 양주, 포천은 경기북부 지역 중 대표적인 일반도시 및 도농복합시이며, 노인인구가 지속적으로 증가하는 곳이다. 선행연구를 통해 사회복지서비스 전달체계의 구성원칙 중 가장 활용빈도가 높은 원칙 즉 접근성, 적절성, 책임성, 통합성, 전문성, 지속성을 비교 변수로 선정하였고, 설문조사를 통해 노인과 공무원의 인식을 비교를 하였다. 인식비교 결과, 공무원이 인식하는 만족정도보다 낮은 수준에서 노인이 만족하는 것으로 보아 확연한 인식차이를 보였다. 구성원칙 중 접근성이 가장 큰 인식차이를 보였고, 다음으로 적절성, 지속성, 전문성, 통합성, 책임성 순이었다. 연구결과를 토대로 한 정책적 제언은 수요자 중심의 전달체계, 접근성 확보를 위한 지역방송매체 등 활용, 노인복지전담공무원을 전달체계 내에 확대 배치, 민간네트워크 역할 확대, 다양한 참여 등을 제언하였다.
Abstract
The purpose of this study is to find the alternative for improving of social welfare service for the elderly in Uijungbu, Yangju and Pochen city. This study examined public officials of social welfare service and the elderly in idem of delivery system in social welfare. Methodology of this study of literature research and questionnaire research were performed at the same time. Analysis of questionnaire research was utilized SPSS WIN 12.0 Korean version program in analyzing data. And Frequency, Means and Crosstabulation, T-Test, One way ANOVA of analysis were enforced to verify differences of recognition among the respondents. The results of this study, we suggested to improve the delivery system of welfare service for the elderly(① Using local broadcasting in Uijungbu, Yangju and Pochen city ② The public officials of social welfare for the elderly should be expanded. ③ The public of social welfare service should be specialist. ④ The total system of social welfare service should be establishment).
