Abstract
The primary purpose of this study is to conceptually clarify and empirically test causal relations among political systems, quality of government, and government. Building on Lijphart's(1999) consensus system hypothesis, the study proposes that the effects of political systems on government performance is mediated by varying qualities of the government. The results of cross-national analyses show that consensus-decentralized systems, comapred to majoritarian-centralized systems, tend to produce better government performance in three major policy areas, economic development, environment protection, and social welfare. Furthermore, this relationship is reinforced by good qualities of the government, thereby confirming this study's theoretical proposition that highlights the role of the quality of government.
