초록

This study presents a comparative analysis of financial safety nets in Asia and Europe. It also explores the reasons behind the non-implementation of an Asian Monetary Fund (AMF) after the Asian financial crisis, as well as the competitive dynamics between Japan and China to maintain their influence in Asia. The discussion of US opposition to the AMF is also included. A comparative analysis of the European Stability Mechanism (ESM) and the Chiang Mai Initiative for Multilateralization in Asia (CMIM) is also presented, with suggestions for improvements to the CMIM, including increasing its funding, establishing a permanent body, and moving to a paid-in capital structure. It analyzes the long-term challenges facing Asia, referring to the global financial crisis of 2007-2009 and the introduction of the ESM in 2012, which reduced the need for European countries to hold large amounts of foreign exchange reserves. It also examines the challenges to the operation and effectiveness of CMIM and provides directions for overcoming the limitations of CMIM in the current state of the global economy and the challenging environment of the coronavirus pandemic.
