규장각한국학연구원 소장 『經理院可考件』의 편철 양상과 내장원의 역둔토문서 분류체계

내장원은 역둔토를 관할하면서 역둔토성책을 査檢․定賭․徵收의 역둔토 운영체계에 조응해서 분류하고 관리했다. 그러나 내장원이 폐지되고 역둔토문서가 다른 기관으로 이관되는 과정을 거치면서 査檢․定賭․徵收의 운영체계에 조응한 역둔토문서 분류체계의 원질서가 붕괴되었다. 조선총독부는 분류체계가 붕괴된 상태의 역둔토성책을 정리하면서 독자적인 성격을 갖는 개별 성책들을 한 질로 묶어 분류도장을 찍고 호수를 부여하였다. 조선총독부는 한 질로 분류한 이들 성책을 창고에 보관하는 과정에서 연계성을 갖지 않는 일부 성책들을 따로 모아 합철본의 형태로 편철하였다. 규장각에 소장된 대표적인 합철본으로는 『經理院驛屯土成冊』이 있다. 『經理院驛屯土成冊』에는 전혀 연계성이 없는 다양한 연도, 지역, 성격의 성책 수십 건이 무질서하게 뒤섞여 편철되어 있고, 『經理院可考件』도 편철방식이 이와 비슷해 지금까지 합철본으로 인식되어 왔다. 그러나 『經理院可考件』은 조선총독부가 대한제국기 공문서를 정리하는 과정에서 만들어낸 합철본이 아니었고, 편철방식도 『經理院驛屯土成冊』과 차이가 있었다. 내장원은 査檢․定賭․徵收 체계에 기초하여 역둔토를 운영하면서 이 과정에서 재검토해야 하거나 이후 경과를 확인해야 할 사안이 발생하면 이와 관련된 성책을 연도를 기준으로 可考冊에 따로 모아 편철․분류하였다. 『經理院可考件』은 재검토 대상인 성책을 내장원이 可考라는 독자적인 범주로 따로 분류해서 편철했던 문서철 가운데 하나였던 것이다. 즉 이 자료는 합철본처럼 분리되어야 할 대상이 아니라 관련 문서철을 함께 모아 연도순으로 재분류해야 할 대상인 것이다. 대한제국기 내장원은 査檢․定賭․徵收의 운영체계에 기초하여 역둔토를 관할하면서 역둔토문서를 이 운영체계에 조응하여 査檢冊, 都案, 納未納區別冊, 井間冊, 可考冊 등으로 분류하여 관리하였던 것이다.
Abstract
The Office of Crown Properties coordinated, classified and managed the system of public lands such as inspection, fixed tax and collection while governing the public lands. But after The Office of Crown Properties was abolished, the original order of classification system of public lands document was collapsed, the bound volume in which individual books with individual characteristics are bound into one volume was created during this process. 『Gyeongriwon reference research』 has been recognized as one of these bound volumes up to now, 『Gyeongriwon reference research』 is not a bound volume. It is an independent document that collects, binds, classifies the matters to be reviewed again and related books while The Office of Crown Properties handled with the business related to public lands. The Office of Crown Properties classified and managed the document of public lands based on this operational systems such as inspection, fixed tax, collection and reference while governing the public lands during The Great Han Empire. 『Gyeongriwon reference research』 is a document file classified into reference document. Therefore, 『Gyeongriwon reference research』 is not the subject to be classified like bound volume but the subject to be re-classified in the order of year.
