FTA 국내보완대책의 일환으로 정부는 과수산업의 경쟁력 강화를 위해 2004년 과원규모화사업을 시작하였다. 본 연구는 포도와 배를 대상으로과원규모화사업이 농가의 생산성 향상에 기여한 효과를 분석한다. 이를 위하여 사업 참여 농가와 미참여 농가를 구분하여 설문조사를 실시하고각각에 대해 생산함수를 추정하였다. 콥더글러스 생산함수를 기초로 회귀분석과 확률프론티어분석을 이용하여 노동생산성, 총요소생산성, 기술효율성등 주요 생산성 지표들을 추정하고 두 농가 그룹 간 비교·분석하였다. 분석 결과, 두 품목 모두 과원규모화사업을 통해 노동생산성과 기술효율성이통계적으로 유의하게 개선된 것이 확인되었다. 특히, 포도의 경우는 과원규모화를 통해 토지생산성이 개선되었으며, 노동이 자본으로 일부 대체됨으로써 생산성 향상에 기여한 것으로 나타났다. 향후 과원규모화사업의 효과를 극대화하기 위해서는 농가의 애로사항을 잘 경청하고 기술교육 및사업홍보에 집중할 필요가 있다. 또한, 과원규모화사업의 확대와 함께 과원시설현대화사업이 추가적으로 지원된다면 향후 과수 농가의 경쟁력향상에 크게 기여할 것으로 기대된다.
Abstract
In 2004, the Korean government introduced the orchard scale improvement project as one of the domestic supplementary measures for the FTA to strengthen the competitiveness within the fruit industry. This study analyzes the policy effects of this project for grape and pear. We conducted a farm household survey and estimated production functions for two different groups, project participants and nonparticipants, respectively. Based on the estimated Cobb-Douglas production functions, we computed and compared labor productivity, total factor productivity and technical efficiency between the two groups by using regression analysis and stochastic frontier analysis. The result shows that this project improved labor productivity and technical efficiency significantly for both grape and pear. In particular, we found that this project increased land productivity and replaced some amount of labor by capital for grape. To maximize the effect of this project, the government needs to listen to the difficulties of farmers and concentrate on technical training as well as public relations for farmers. In addition, the expansion of the orchard scale improvement project accompanied by facility modernization is expected to contribute to improving business competitiveness for fruit farms in the future.
