혈액행정의 법적 과제 - 혈액제제에 의한 HIV감염에 따른 안전대책을 중심으로 -

Abstract

Blood administration is very important, for the lack of safety in the management of blood may do irrecoverable harm to the lives and bodies of citizens. Recently, problems on the management of blood have frequently been in issue. Such problems are not exceptional to Germany, France, Japan, etc. These countries have been concentrating their efforts on preventing HIV infection. Especially through the reorganization of administrative structures and laws and regulations. The problems of HIV infection by blood products are important matters that may impair the stability of the community as well as the health of individuals. Those problems are nowadays a global issue beyond the limit of one country’s border. This is the reason why this report reviews the safety measures of major countries against HIV infection. We may draw a lesson that providing is preventing from the experiences suffered by such countries. One more important lesson is that the overall reorganization of administrative structures and laws and regulations has followed the occurrence of HIV infection cases by blood products in such countries. In our country, it is also required to make every effort to improve the system of laws and regulations governing blood products under a long-range plan to ensure the safety of such blood products.
