Abstract
In Korea, the ‘Landscape Act’ was enacted in 2007, and was comprehensively revised in 2013, and has been in full effect since 2014. However, since the methods and standards for landscape resource surveys differ by institution, there are limitations in systematic management. Accordingly, the National Institute of Environmental Research is promoting a database (DB) construction project to update landscape resource information and establish a consistent management system. This study analyzes a case study targeting Geoje City among the landscape resource surveys conducted by the National Institute of Environmental Research, and aims to derive improvements in the survey methods discovered during the survey process and plans for protecting, managing, and utilizing landscape resources. The study was conducted through the processes of preliminary survey (review of existing data), field survey, database construction, evaluation, and analysis. As a result of the study, the importance of indoor surveys was emphasized due to errors and deficiencies in existing data, and accordingly, the review of existing data in the landscape survey system should be clearly distinguished as a ‘preliminary survey’ stage, and post-management of distributed data is also required. In addition, in order to systematically protect and manage landscape resources, it was confirmed that information on the view target (landscape resource) and place of view (viewpoint) should be recorded and managed together, and both elements should be set considering publicness. In addition, it was suggested that landscape resource surveys should not be limited to simple protection and management purposes, but should be expanded to regional activation and linked utilization. To this end, it is necessary to prepare a survey plan that considers not only landscape resources but also surrounding resources and the regional context of the view target, and then build a database and review a regional linkage and utilization plan using it.
