Abstract
Excavation records are documents produced during the excavation process, preserved in various forms including paper-based materials such as drawings and photographs, as well as digital media like CDs. Currently, only administrative records submitted to the Cultural Heritage Administration related to excavations are preserved in digital format. However, all supplementary data generated during intermediate research processes should be preserved in original or copy form. This is necessary not only for the preservation of a small portion of the materials but also to ensure reliability for future verification of excavation or research results. Moreover, substantial research funds are invested in site excavations. However, there is an increasing number of cases where privately produced results are inadequately preserved due to loss or misplacement. This situation necessitates measures to address the issue. In this study, we first examine the current status of sites in the Mahan historical and cultural sphere along with the records management system. We then review some cases from the UK and Japan regarding the operation, management, and utilization of excavation records. In particular, the case of excavation records preservation management by the Museum of London Archaeological Archive serves as an advanced example that can address the aforementioned issues. In the future, excavation records should be transferred to designated delegated institutions along with the submission of excavation reports, facilitating storage and management similar to artifacts of national ownership. To achieve this, not only is improvement of relevant regulations necessary, but also the formation of a general consensus on the preservation of excavation records is paramount. We hope that this policy recommendation will lead to a shift in perception regarding the preservation and management of excavation records.
