본 연구는 미국이 6·25전쟁 초기 미국 본토에서 어떻게 전쟁수행 능력을 확보하였는지 분석하였다. 구체적으로는 1950년 6월부터 9월까지 시기를 한정하여 전쟁 수행에 필요한 병력, 장비·물자, 전비를 어떻게 확보하였는지 분석하였다. 분석 결과 미국은 1950년 9월 안으로 전쟁수행에 필요한 기본 토대를 갖췄음을 알 수 있었다. 6·25전쟁 발발 당시 미국의 현존 전력과 국가 체제는 북한군을 저기, 격퇴하기에 충분하지 못했다. 이 때문에 미국의 초기 대응은 제한적이었으며, 곧바로 정치·군사·경제적 한계에 직면하게 되었다. 이에 트루먼(Harry S. Truman)대통령은 1950년 7월 19일 미국 의회에서 위의 한계들을 극복하기 위해 전쟁 수행에 필요한 제반사항을 요청하는 연설을 하였다. 연설에서 트루먼은 전쟁의 당위성을 설명한 이후 전쟁 수행에 필요한 병력, 장비·물자, 전비 문제 해결과 정부의 민간 영역 자원 통제 권한을 요청하였다. 트루먼이 요청한 내용들은 의회에서 모두 수용되어 9월 한 법제화가 완료되었고, 이후 국가 모든 역량이 결집되어 효력을 발휘함으로써 미국의 전쟁수행능력 확보에 크게 기여하였다.

Abstract

This study analyzes how the United States secured its war fighting capabilities from the mainland during the early stages of the Korean War. Specifically, it focuses on the period from June to September 1950, examining how the U.S. acquired the necessary manpower, equipment, supplies, and war funds to conduct the war. The analysis reveals that by September 1950, the United States had established the basic foundation for conducting the war. At the outbreak of the Korean War, the existing U.S. military forces and national system were insufficient to deter and repel the North Korean forces. Consequently, the initial U.S. response was limited and quickly encountered political, military, and economic constraints. In response, President Harry S. Truman delivered a speech to the U.S. Congress on July 19, 1950, requesting the necessary resources to overcome these limitations. After explaining the justification for the war in his speech, Truman requested solutions for securing manpower, equipment, supplies, and war funds, as well as authority for the government to control civilian resources. Truman’s requests were fully accepted by Congress and legislated by September, resulting in the mobilization of the nation's full capabilities, which significantly ensured the United States' ability to conduct the war.
