이명박 정부와 함께 방송통신위위원회가 출범하였다. 이 글은 방송과 통신이 융합되는 현상을 다루는 정책 및 규제 기구로서 방송통신위원회라는 단일규제 기구가 과연 불가피한 것인지를 검토해보고, 이에 따라 한국의 방송통신위원회 모델의 유용성을 점검해보았다. 그 결과 본 연구는 방송통신위원회만으로는 새로운 미디어 환경 아래 방송의 정치·사회·문화적 기능을 바로 수행케 유도하는 정책 또는 규제 체제를만들어 내기에는 부족하다는 것을 파악해 내었다. 이에 따라 본 연구는 미디어의 산업적 측면은 방송통신위원회가 담당해야 할 것이지만, 이의 정치·사회·문화적 측면은 별도로 (가칭)‘공공방송위원회’를 설치하여 이원적 규제 시스템을 형성할 것을 제안하였다.
Abstract
Upon the launch of the new conservative Lee Myung Bak Government, the Korea Communications Commission (KCC) has been embarked after consolidating the former Korean Broadcasting Commission (KBC) and the Ministry of Information and Communication (MIC). This super-regulator seems to be suited for the blurred boundary between the broadcasting and communications sectors. But it is doubtful whether the KCC will guarantee the public interest role of broadcasting. For this reason, this study recommends a separate regulation body, ‘Public Service Broadcasting Commission’(PSBC) responsible for regulation of public service broadcasters such as KBS, MBC, SBS, and YTN. This independent body with responsibility for public interest oversight of broadcasters is expected to contribute to strengthen the competitiveness of South Korean broadcasting in this multi-media and free trade age.
