본 연구는 외국인 성착취 인신매매의 현황과 피해자 식별의 어려움을 확인하고 개선방안을 모색하기 위해 수행되었다. 이를 위해 지원단체 활동가, 변호사, 경찰, 전문가 등 19명을 대상으로 총 35회의 심층면접을 수행하였으며, 이를 통해 수집한 자료의 내용을 분류하여 분석하였다. 연구를 통해 국내 성착취 인신매매의 현황을 살펴본 결과, 외국에서 유입되는 성매매 여성이 많으며 이들은 물리적 통제가 없더라도 경제적 취약성이나 정서적 지배를 통해 성착취 피해를 경험하고 있음을 확인하였다. 그러나 성착취 인신매매의 경우 피해자라는 인식의 부재와 피해자들의 비협조적인 태도 때문에 피해자로 식별하고 보호･지원하는 데 어려움이 있는 것으로 나타났다. 이러한 상황을 고려하여 외국인 성착취 인신매매피해자에 대한 효과적인 식별을 위해 표준식별 지표개발 등 피해자 식별 체계 개선과 통역 서비스 등 외국인 성매매 피해자 지원체계 마련, 인신매매에 대한 개념 정립 및 사회적 인식 개선이 필요함을 논의하였다.
Abstract
This study is conducted to confirm the current status of sexual exploitation suffered by foreigners and the difficulty in identifying the foreign victims, and to find ways to make improvement. To this end, a total of 35 in-depth interviews are conducted with 19 people, including support group activists, lawyers, police, and experts, and the data collected through these interviews are classified and analyzed. As a result of examining the current status of sexual exploitation in Korea, it was confirmed that there are many women sex workers coming from abroad and they are experiencing sexual exploitation, where they go through economic difficulties and emotional abuse even without physical control. However, in the case of the sexual exploitation involving human trafficking, it was found that it was difficult to identify, protect, and support victims due to the fact that the victims are not recognized as a "victim" and the uncooperative attitude of the victims. Considering this situation, it is discussed that to effectively identify foreign victims of sexual exploitation, it is necessary to improve the victim identification system, such as developing victiom identification indicators, and clear definition of human trafficking along with improvement of social awareness.
