우리나라의 전자정부는 2010년 UN 세계전자정부 평가에서 1위를 달성하는 등 외형적인 성장을이루었음에도, 시스템간 중복투자와 미흡한 활용 수준, 정보화 역량과 자원의 부재라는 고질적인 문제점을 안고 있다. 최근 IT서비스 비용의 절감과 비즈니스의 신속성 향상에 크게 기여할 것으로 기대되는 클라우드 컴퓨팅은 사용자의 요구에 의해 구성될 수 있는 컴퓨팅 자원의 서비스 모델로, 현재 우리나라의 전자정부가 직면하고 있는 문제를 해결할 수 있는 유력한 대안이 될 수 있다. 본 연구에서는 문헌조사를 통해 해외 클라우드 컴퓨팅 사례와 정부의 통합전산센터 등 클라우드 컴퓨팅의 기반이 될 수있는 국내외 정보시스템 사례를 분석하였으며, 포커스그룹 인터뷰 기법을 활용하여 공공부문에서 공통적으로 활용할 수 있는 클라우드 컴퓨팅 기반의 전자정부 서비스 아키텍처(K-클라우드)와 이의 구현 방안을 제시하였다. K-클라우드는 소프트웨어 서비스(Software as a service), 플랫폼 서비스(Platform as a service), 인프라 서비스(Infrastructure as a service)와 가공이 필요한 어플리케이션 컴포넌트임대 방식의 Aaas(Application components as a service) 4가지 유형별로 제시되었다. 제시된 모델은정보 자원의 효율적 이용과 보안성 강화, 대민 만족도 개선에 크게 기여할 것으로 기대된다.
Abstract
It is recognized that guaranteeing the interoperability of complex system is one of the essential factors for determining a decisive warfighting advantage. Although Korean military puts much effort on the assesment and test of interoperability, the struggling is primarily focusing on system and IT technology. This study presents the interoperability analysis process based on capabilities that is required to achieve mission goals. The proposed process is to derive interoperability attributes(information needs. information timeliness, information assurance, interfaces) and assesment criteria to support mission capabilities, analyzing and assessing the interoperability required for mission capabilities using MND-AF and architecture according to the capabilitity attributes and assesment criteria. We prove the effectiveness of the proposed process through a case study using Close Air Support, which relates interoperability to operational effectiveness.
