본고의 목적은 글로벌 금융위기를 계기로 지적되고 있는 경기순응성(pro- cyclicality) 문제점이 국내에서는 얼마나 심각한지 그리고 어떻게 해결하는 것이 바람직한지 그 방안을 모색하는 데 있다. 본고는 경기순응성 해결을 위한 방안으로 자본금버퍼제도와 동태적 충당금제도를 비교 검토하였으며, 외환위기 이후 기간에서는 자본금보다 충당금이 좀 더 경기대응적 역할에 충실해 왔음을 알 수 있었다. 실효성을 기준으로 자본금버퍼제도와 동태적 충당금제도 간 적절한 결합방식을 고려하면서 위험대응 및 경기순응성 완화 효과에 대해 논의하였다. 또한 몇 가지 기본적인 도입방안을 대상으로 시뮬레이션 분석을 행하였으며, 이를 통해 특히 동태적 충당금제도의 경우 부담이 없이도 경기순응성 완화라는 정책효과를 달성할 가능성이 존재한다는 결론을 얻을 수 있었다.
Abstract
Pro-cyclicality has come to be considered a major factor triggering greater business cycle volatility. We investigate the extent of its seriousness and how it should be handled in Korea, focusing on capital buffers and dynamic provisioning as our possible mitigating instruments. Our econometric analysis indicates that since 2001 -post-Asian financial crisis- provisioning has been a more effective countercyclical measure than capital buffers. A series of simulations are conducted to explore the potential effects of measures and to derive a desirable policy mix of capital buffers and dynamic provisioning. We find that there may in fact be an optimal way to handle pro-cyclicality without imposing heavy burdens on financial companies.
