KTX 2차 개통은 기존 경부선 철도망에서 벗어나 있던 울산을 포함한 동남권 도시들의 타 도시와의 연결성을 획기적으로 개선시켜 주었다. 전체 고용 측면에서 울산은 인접지역에 위치한 다른 중소도시들(경주, 포항)과 비해서 비교적 작은 영향을 받은 것으로 보이며, 울산의 경우 2015년 조선업 경기 부진이 도시 전체의 인구 유입/유출, 산업구성에 더 큰 영향을 준 것으로 보인다. 하지만, KTX 연결은 울산 도시 내에서의 자원 재배치를 가져왔으며, 특히 숙박음식업 및 도소매업은 KTX 접근성이 높은 지역으로 이동한 것으로 보인다. KTX 역사 주변 지역은 산업구조 변화와 인구 유입에 유의미한 변화를 경험하였다. 다만, KTX 역사의 지리적 고립으로 인해 그 효과가 도시 전체로 파급되지는 못한 것으로 판단된다.
Abstract
The second KTX high-speed railways improved accessibility of Ulsan, more broadly, the Southeastern regions of South Korea. The impact of the KTX on employment was quite small for Ulsan relative to other control cities located close to Ulsan, such as Gyeongju and Pohang. For Ulsan, the downturn in shipbuilding industry in 2015 was a more important factor that affected population movement and industrial structure. Despite the muted impact, the KTX reallocated resources within Ulsan. Especially, lodging, food, wholesale, and retail establishments moved to a place near the new KTX station. Areas adjacent to the station experienced a structural change in industry composition along with a net inflow of population. However, geographical isolation of the KTX station impeded positive spillover effects throughout the city.
