In the present paper we establish fundamental concepts in theory of real numbers. In order to do this, the criterion - global property - on fundamental concepts suggested in [Uh] for the case of linear algebra is improved by adding another criteria, that is theoretical system and historical order. With respect to such criteria the completeness is suggested as an appropriate candidate for fundamental concepts in theory of real numbers.
