Abstract
The major purpose of this paper is to explain the causes and consequences of political parties' divided control of government after South Korea's democratization in 1987. South Korea has recurrently experienced divided governments ever since the country's democratization, as all the Presidents have confronted divided governments during their presidency in one way or another. The extreme confrontations between the country's president and National Assembly in the issue of how to deal with political corruption investigations and other political issues have often created political instability of South Korea's new democratic presidential system. The author undertakes a detailed analysis of the constitutional crisis which has culminated in the National Assembly's impeachment against President Roh Moo-hyun in March 2004. The author finally suggests some proposals on developing a cooperative relationship between National Assembly and President for an effective governance in the future.
