Abstract

The Bush administration attacked Iraq in March 2005 to topple the Hussein regime. It justified the attack not only with its suspected connectedness with Al Qaeda and its holding and development of WMD, main concern of American people as threat of the U.S. security after 9/11, but also with the necessity of replacing the “rogue” regime abusing human rights with democratic one. After the Iraq War, however, the U.S. military forces occupying Iraq to help recovering order and rebuilding the state has been bogged down mainly because of the incessant terrorist and militia attacks on them. In addition to that, the administration failed to prove the connection between Hussein and Al Qaeda and Hussein's WMD holding. As of now, it is hard pressed by the U.S. people to reduce or withdraw the U.S. forces from Iraq. It has only one option regarding its policy toward Iraq both to make the war justifiable and to secure Iraq and thus make the forces pulled off from Iraq - successful state-building and democratization. The democratization process seems to have gone at least to the right direction, especially viewed from the high turnout among the Iraqi in the first general election for the National Assembly in December 2005. However, there are a lot of uncertainty in the prospect for future development of Iraqi democratization: distrust and antagonism among three rival groups - Sunni, Shiite, and Kurd; inexperience of the people in democracy; especially the possibility of oil becoming a curse rather than a benediction. Considering the sensitiveness and repulsion of Arab and Iraqi peoples on the U.S. forces in “Islam soil,” the U.S. should withdraw its forces from Iraq sooner or later. The Iraq war was a ill-started one. The U.S. lost many things by it including the legitimacy as the leading state in the post-cold war era. The future foreign policy of Bush administration will be more multilateral.
