Abstract
Water Problem and Conflict in International Rivers Shin, Yeon-Jae(University of Ulsan) Does water scarcity necessarily lead to conflict ? The historical record is ambiguous. In recent history, international rivers have become sources of conflict, as well as catalyst for cooperation. The importance of freshwater as one of the factors prompting international conflicts will increase. These conflicts are most likely to originate in the intensifying sub-regional competition for the resources of international river. However freshwater scarcity has not provoked international violent conflicts in most cases, although they have often been an aggravating factor in conflict settings. They are a component of conflict, and usually one of several components. More often than not, some combination of political, structural, institutional, and environmental variables is the primary cause.
