북한의 핵 문제 해결에 가장 큰 영향력을 가진 미국의 지난 20 여 년에 걸친 북한 비핵화 정책은, 최소한 지금까지는, 실패하였다. 그런데 북핵 문제로 가장 큰 피해를 입는 국가인 한국은 이 문제를 미국과의 정책 공조를 통해 해결하려 하고 있다. 이러한 문제의식 하에 본 연구는 미국이 북한 비핵화 정책에 실패한 원인이 무엇인지 고찰해 보고, 이를 바탕으로 한국의 대미 정책 공조 과제를 검토해 보는 것을 목적으로 하고 있다. 이 연구는 기본적으로 대화를 통한 문제해결이 불가했던 이유를 미국과 북한의 정책선호의 차이에 기인했다는 전제 하에, 또 문제해결을 위한 한미공조란 미국의 정책선호가 한국의 정책 선호와 비슷해지도록 노력해야 한다는 전제 하에, 2001년부터 2016년까지 미국의 부시정부 8년과 오바마 정부 8년의 북핵 문제에 대한 미국, 북한, 그리고 한국의 정책 선호를 푸트남과 부에노 데 메스키타의 ‘윈셋’ 개념에 입각하여 분석하고 있다. 한미간 정책공조의 과제를 보기 위해 세 행위자의 ‘윈셋’이 가장 가깝던 1999년의 페리보고서와 비교하여 7가지 정책공조 과제를 제시하고 있다.
Abstract
The United States is the most influential country for solving the problem of N. Korea’s nuclear weapons program. Yet, at least until now, its policy has been failed. Meanwhile, S. Korea, which worries most about N. Korea as a nuclear power, seeks to solve the problem by the policy coordination with the United States. Under this situation, this study aims to find out the reasons why the United States’ policies for denuclearization of N. Korea have been failed, and tasks for policy coordination between S. Korea and the United States. For this purpose, this study analyzes policy preferences of the United States and the two Koreas on the N. Korea’s nuclear weapons program, using the concept of ‘win-sets,’ suggested by Putman and Bueno de Mesquita, from 2001 to 2016 under Bush and Obama Administrations. Based on the analysis, this study recommends 7 tasks for policy coordination between S.Korea and the United States.
