중국의 군사전략사상과 군사변혁 - 시진핑 시기를 중심으로 -

중국과 같은 사회주의 국가에서는 국가 지도자 1인의 지도방침에 따라 국가정책을 수립하고 추진하는 경향이 크다. 따라서, 중국의 향후 군사력 건설 및 군사전략 상의 변화와 방향을 가늠해 보기 위해서는 현(現) 중국 지도자인 시진핑 주석의 국가전략과 군사관에 대한 이해가 선행되어야 할 것이다. 시진핑의 국가전략과 주요 연설을 통해 나타난 그의 군사관은 ‘8개 명확’과 ‘14개 방략’을 통해 ‘강군 건설의 목표’를 제시하고 있다. 이러한 강군의 목표는 ‘당의 영도에 절대적으로 따르는 군대, 싸워서 승리하는 군대, 기풍이 우수한 군대’라고 할 수 있다. 즉, 시진핑의 군사관을 요약한다면 ‘중국의 꿈’을 실현하기 위한 핵심 수단으로서 세계 일류의 군대를 건설해야 하며 이는 “싸워 승리 할 수 있는 강군 건설을 통한 군사굴기의 완성”에 있다고 할 수 있다. 시진핑의 국가전략 인식과 군사관은 시진핑 시기 중국의 군사전략사상에 있어서의 변화와 군사변혁으로 나타나고 있다. 오늘날 새로운 정세 하에서의 요구와 과제에 부응하고 실행하기 위해서 기존의 ‘적극방어 전략 사상’에 있어서 변화를 요구하고 있다. 또한, 군사변혁의 일환으로 육군 병력의 대규모 감축, 군구체제에서 전구체제로의 변화, 연합작전지휘체계 개선, 5대 군종체계 확립 등 군사력 현대화 노력이 이루어졌다. 중국의 ‘군사굴기’가 향후 어떠한 방향으로 나아갈지는 장담 할 수 없지만, 중국군은 군사력 현대화를 위한 노력을 포기하지 않고 꾸준히 진행할 것이다. 다만, 향후 중국군의 변화는 시진핑의 국가전략에 포함된 그의 ‘군사관’에 의해 좌우 될 것이다. 이 글은 시진핑의 국가전략과 군사관을 살펴봄으로서 그가 추구하는 군사적 변화의 관점을 거시적인 시점에서 고찰해 보고 동북아 국제질서에 주는 안보적 함의를 고찰해 보는데 목적이 있다.
Abstract
Changes in China's military build-up and military strategy are determined and promoted by Chinese leader’s national strategy and military affairs. This is because in socialist countries like China, there is a tendency to establish and promote national policies in accordance with the guidance policy of one national leader. Therefore, in order to gauge the changes and direction of China's future military build-up and military strategy, it is necessary to understand the thought of the current Chinese leader, Xi-Jin ping, and his understanding of military views. Through his national strategy and major speeches, his military views presents 'the goal of constructing a strong military force' through 'eight clear' and 'fourteen strategies'. The goal of such a strong military is to be 'an army that is absolutely following the party's leadership, an army that fights and victories, and an army that has a good ethos. The ideological perception and the military views of the Xi-Jin ping are reflected in the changes in military strategy thought and military reform in China during the period of Xi-Jin ping. We can not guarantee the future direction of China's military uplift. However, the Chinese military will continue to do so without giving up efforts to modernize the military. However, the future direction of Chinese military buildup and military strategy will be influenced by his "Military views", which can be considered as the national strategy of Xi-Jin ping. The purpose of this article is to look at Xi Jinping's national strategy and military views, and to look at the perspective of military change he pursues from a macroscopic point of view and to look at the security implications of the international order in Northeast Asia.
