일본 민주당의 생활정치 이념과 복지정책

기업복지와 취약한 공적 복지를 특징으로 하는 일본의 복지정책은 1970년대 말부터 복지에 있어서의 자조와 가족ㆍ지역사회의 연대를 강조하는 신자유주의 이념을 수용하여 점진적으로 변화하여 왔다. 자민당 고이즈미 정권하에서 본격적으로 추진된 신자유주의적 복지 개혁으로 정책내용에 있어서는 사회보험주의의 유지와 자기부담원칙의 강화, 시설 중심에서 재택복지 중심으로의 변화가, 서비스 전달체계에 있어서는 중앙에서 지자체로의 권한 이양이 이루어졌다. 그러나 이러한 복지 개혁은 개인의 선택의 자유와 복지서비스의 다양화보다 재정삭감에 중점이 두어져 복지 취약 계층을 증대시켰으며 사회불안을 심화시켰다. 이에 민주당은 창당 이래의 정책이념인 생활정치를 내걸고 고이즈미의 신자유주의적 복지개혁으로터의 새로운 전환을 꾀하며 복지정책을 추진하였다. 민주당의 생활정치하의 복지정책은 유권자의 큰 지지를 확보하며 기존의 이익유도 정치인 제1의 길, 신자유주의인 제2의 길과는 다른 제3의 길을 주장하고 있으나 일관된 정책을 추진하지 못하고 있다. 자민당에 대한 대립축으로서 선거에 전략적으로 이용되면서 생활정치는 창당 당시의 철학적, 이념적 진보성을 잃고 모호해졌다. 복지정책의 내용은 일관성 없이 다양한 복지 요구를 망라하고 있으며 복지서비스 전달체계에 있어서 민주당으로의 정권교체 이후에도 지자체가 주체이나 지자체 자립을 위한 일괄교부금제 등의 개혁은 실현되지 못하고 있다. 2010년도와 2011년도 예산과정의 고찰을 통해 민주당은 매니페스토 이행을 위해 많은 노력을 기울였고 자민당의 반대 속에서도 추진되고 있으나 재정부족의 심각성과 재원마련의 어려움도 드러났으며 막대한 재정투입을 요하는 매니페스토의 수정은 이미 예고된 것이다. 3.11 동일본대지진을 계기로 생활정치의 상징이었던 아동수당은 폐지되게 되었다. 일본은 이제 어떠한 정책이념 하에 어떠한 복지정책을 실현할 것인지 일관되고 체계적인 제도를 설계하고 추진하고자 하는 이념과 제도에 사회적 합의를 동원하기 위한 노력을 기울여야 할 것이다.
Abstract
This article aims to explain the life politics idea and welfare policy of the Democractic Party(DP) in Japan. The DP insisted on life politics engaging into reconstruct politics on the viewpoint of citizen’s life and won the 2009’s general election against the ruling Liberal Democratic Party(LDP). Because Koizumi administration’s neo-liberal economic and welfare police reform incurred shrinkage welfare benefits of the aging, single mothers, the physically and mentally handicapped, and massive non-regular workers suffering from job insecurity. However the DP’s life idea and welfare policy have not been the third way of alternatives to neo-liberalism beyond the developmental state. The DP developed the main opposition party by merging parties fragmentized from the ruling LDP. The life politics idea became to involve diverse idea from developmental statism to neo-liberalism, has ambiguous identity as a policy idea. Therefore the DP’s welfare policy was established with inconsistence. After the change of regime the DP tried to attainment the manifesto emphasizing welfare policy through the 2010’s and 2011’s budget process. But the DP’s life politics and welfare policy retreated, consequentially especially the children’s allowance based on universalism abolished by budget deficit and the LDP’s apposition. The DP has to make clear their policy idea and build consistent welfare system.
