튀니지의 관광산업 활성화 모형 개발: 사하라사막생태테마관광을 중심으로

본 연구에서는 튀니지 관광산업의 부가가치 제고를 목표로 현지 고유의 ‘사하라사막생태테마관광’ 상품의 국제적 공동개발을 관광정책모형으로 도출하였다. 이를 위하여 북아프리카 튀니지의 관광 산업에 대한 현황을 분석하고,2011년 튀니지 시민혁명 이후의 사회적 안정과 관광산업 간의 연계성을 확인하고, 장래 튀니지 관광산업의 핵심전략으로 사하라사막생태계를 중심으로 테마관광 개발가능성을 분석하였다. 튀니지의 비교적 안정된 정치정세와 개방적 사회분위기가 지속될 수 있는토대 속에서, 방문객에 대한 우호적인 태도와 사회 환경이 관광객 유치에 핵심이었다. 튀니지의 관광산업 활성화 전략은 기존의 관광산업구조에서 벗어나 생태테마관광 모형을 고려한 연계 관광산업 개발, 철저한 분석에 의해 관광객의유인을 상승시킬 수 있는 서비스 개선 및 문화적 특성을 상품화할 수 있는 방안을 마련해야 한다. 관광산업의 활성화를 촉진시키기 위한 적극적인 홍보를 관광산업의 주요 대상인 서유럽 중심에서 동유럽과 러시아, 동아시아로 확대하여야 할 것이다. 본 연구에서 제안하는 ‘사하라사막생태테마관광’ 개발을 통하여 지역경제의 안정과 더불어 사회통합을 회복하게 될 것이며 해외 관광객의 유인의 기회가 될 것이다. 튀니지는 단기적으로 2013년 제헌의회 선거가 공정하게 실시되어 정치적인 안정은 상당히 회복하였으나, 2014년 10월로 예정된 총선으로 새로운 정권이 안착될 때까지 정치적 불확실성이 지속될 전망이다. 장기적으로 시민혁명의 원인을 제공한 실업문제가 시민혁명 후 악화되고 있어서 전반적인 경제상황에 따라 소요 가능성이 잠재되어 있다. 튀니지 관광 산업 활성화를 위한 연구는 문화적 유산과 자연에 대한 조화로운 균형에 초점을 둔 지속적인 관광산업 개발의 활성화가 핵심과제일 것이다. 본 연구의 후속작업으로 보다 면밀한 계획을 통하여 우리나라 KOICA와 관광공사 및 World Bank 그리고 튀니지정부에 ‘사하라사막생태테마관광’의 공동개발을 제안할 것이다.
Abstract
This article is to analyze the policy research for the tourism industry of the Tunisia and aims to predict the future prospects of the theme tourism vitalizations model. For this purpose, we will predict the future prospects of the tourism industry based on the Tunisian environment. The tourism sector remains a significant force in the Tunisian economy, particularly in terms of employment, which contributes 7 percent of GDP, generates 17 percent of total foreign exchange revenues. The creation of sustainable and inclusive livelihood opportunities is more important than ever before, in the wake of the recent socio-political events in 2011. To boost the local remote villages of southern Sahara desert as well as overcome relatively high unemployment of the interior regions of the Tunisia. Eco-tourism has been evaluated as the most productive activity in terms revenues for municipalities in the paper. This idea will be adapted to development of theme tourism policy that is important because it would positively influences on the entire economic environment to change. And we will adapt the Sahara Desert Eco-Theme Tourism plan for the vitalizations of the tourism industry of the Tunisia.
