Abstract
Based on the material titled “Hwanghae Gamyeong Janggyeo-deungrok” which shows the trends in farming and crop conditions in the Hwanghae region in the 19th century, this study examined the typical aspects of farming and crop conditions in the Hwanghae region, as well as the responses and measures taken by the Hwanghae Gamyeong and the Government, within the larger context. At that time, the agricultural report from Hwanghae-do reported the flow of agricultural conditions including the occurrence of natural disasters such as floods, draught and hail. In Hwanghae-do, agricultural reports were usually linked to rainfall reports. If we look at 1863 as a typical example, the agricultural report at that time also reported on the growth status of crops and the progress of farmers' agricultural work. In addition, the rain gauge report simultaneously utilized the fractional inch record of the rain gauge and the water depth mark of the flow in parallel to record the amount of rain. The governor of Hwanghae-do collected the annual overall agricultural conditions reported by each town in the province when the harvest was almost finished and reported them to the court. Based on the grasp of the crop conditions of each town in Hwanghae-do for the year, the governor of Hwanghae-do carried out the classification of good-bad harvest and reported the results to the court, while at the same time submitting a report requesting the scale of disasters. The classification method of disasters used at that time was to divide the state of disasters into three classes and calculate them in three categories:Worst(尤甚), Not-bad(之次), and Little-good(稍實). The Hwanghae-do governor submitted a report on crop conditions in the fall and requested measures and measures from the central government, including the implementation of disaster relief and the request for disaster relief and tax reduction. The Hwanghae governor’s office submitted a report on disaster relief and requested that the court prepare countermeasures. The Hwanghae governor’s office requested an additional number of disasters that far exceeded the number of disasters reported by the Ministry of Taxation based on the local disaster relief. Most of the new disasters that the Hwanghae governor’s office presented as grounds for additional requests for urgent matters were related to paddy-field disasters. The court's response to the Jaesilbundeung submitted by the Hwanghae-do Gamyeong in 1863 was carried out in a ceremonial manner. The Office of Military Affairs reported to King Cheoljong about the request of the Hwanghae Gamyeong and implemented various response measures. It mainly included items related to tax collection and the provision of additional emergency supplies. In addition, the Hwanghae Gamyeong was given orders for disasters such as the Office of Military Affairs, the Field Disaster, and the Cotton Field Disaster, and was distributed to the various prefectures and counties of Hwanghae-do according to the division.
