최근 농림어업 취업자 변화 동향과 원인 분석

이 연구에서는 통계청, 농림축산식품부 등 국가기관의 고용 관련 조사 및 통계 자료를 바탕으로 최근 농림어업 취업자 변화 동향과 더불어 변화 원인에 대해서 분석하고자 하였다. 농림어업 취업자 변화 동향 분석을 위해 통계청 자료(경제활동인구조사, 지역별 고용조사) 원자료를 분석하였고, 원인 분석을 위해 통계청 자료 외에 농림어업 고용관련 기존 설문 조사(신규 취농자 조사, 농업법인 고용실태 조사, 농어업인 등의 대한 복지실태조사, 귀농·귀촌 실태조사) 자료를 사용하였다. 농림어업 취업자는 지난 1970년대 중반 5백만 명을 넘었다가 이후 지속적으로 감소를 하여 1980년대 초, 1990년대 말 국가 경제위기시 한해 반짝 상승한 적이 있지만 지속적으로 감소하는 추세였는데, 2017년 이후 다시 증가하고 있다. 주요 개인 특성별 최근 취업자 변화 동향을 종합해보면, 농림어업 취업자는 계절적 변화에 관계없이 사계절 내내 증가 추세를 보이며, 계절간 취업자 변동폭이 감소하는 경향이 있고, 연령대별로는 30대 이하, 60대 이상 연령대에서 증가하였다. 종사상지위로 보면 경영주, 가족종사자 그리고 임금근로자 중에서는 상용·임시 근로자 증가하고, 취업시간이 상대적으로 많은 취업자의 증가가 있었고, 가구형태별로는 농가 출신자, 지역별로는 농촌 지역에서 증가하고, 장기 종사자가 증가하는 경향이 있었다. 관련 이론(이주, 노동이동) 등에 비추어 관련 통계와의 비교를 통해 분석한 결과, 최근 농림어업 취업자 증가의 원인으로는 비농업어업 분야 고용사정 악화, 농림어업 분야의 노동수요 증가, 도시대비 농촌 거주의 사회·경제 이점 증가 등이 있는 것으로 추정된다. 마지막으로 향후 농업경영체 내부의 인력구조 개편에 따른 농림어업 분야의 가족종사자 증가, 그리고 청년 세대 증가를 연구와 정책에서 주목할 필요가 있다는 점을 지적하였다.
Abstract
The purpose of this study was to analyze the recent trends of employment in agriculture, forestry, and fishery sector as well as the causes of the changes, based on the employment-related surveys and statistical data of national agencies such as the National Statistical Office and the Ministry of Agriculture, Food and Rural Affairs. Recently, there is an unprecedented phenomenon in agricultural employment in Korea. For the first time since national financial crisis in the late 1990s, the number of workers employed in agriculture, forestry, and fishery sector began to increase, and since then, the number has been increasing continuously. As the number of employed people in agriculture, forestry, and fisheries has recently increased throughout the four seasons and the seasonal fluctuations in employment have tended to decrease. By age group, the number of workers in the 30s and below and 60s and above has increased, while those in their 40s and 50s have been declining. By employment status, the number of self-employed, family workers, and regular workers increased, while the number of temporary and daily workers decreased. There was an increase in the number of employed people with relatively more employment hours, long-term career, in farm household, and in rural areas. The recent increase in employment in agriculture, forestry and fisheries is estimated to be a worsening employment situation in the non-agricultural sector, an increase in labor demand in the agriculture, forestry and fisheries sectors, and an increase in social and economic benefits of rural residence. In addition, this study suggested that the number of family members and the youth generation should be noted in the future study and policy.
