본 연구는 중간재의 생산과정에 음(-)의 외부효과가 창출되는 경우에 비대칭 수직관련 시장에서의 수출경합모델을 이용하여 중간재부문에 대한 환경관련 무역정책의 결정과 그 영향을 분석하였다. 중간재 부문의 균형무역정책은 최종재 시장에서의 경쟁관계에 의존한다. 중간재 수출국이 최종재 부문을 갖지 않는다면, 균형에서 가공무역 경제는 중간재의 수입에 대해 양(+)의 관세를 부과하나 중간재 수출국은 자유무역을 유지한다. 그러나 최종재 부문에서 양국 기업이 경쟁관계에 있으면, 균형에서 가공무역 경제는 양(+)의 수입관세를, 중간재 수출국은 양(+)의 수출세를 부과한다. 또한 외부효과의 확대에 대해서도 양국은 각각 수입관세의 추가인상, 수출세의 추가인상으로 대응한다. 한편 양국은 비협력적인 정책선택의 결과, 음(-)의 외부효과는 협력적인 정책선택의 경우와 비교하여 과잉으로 조정됨을 확인하였다.
Abstract
This research examines the determination and effects of environment related trade policies in a vertically related trade model where the home country imports intermediate-goods to produce and export final-good. We assume that the production of intermediate-good in the foreign country creates trans-boundary pollution. The Nash equilibrium trade policies in the intermediate-good sector depends on the competition relationship in the final-good market in which the final-good firms of two countries do Cournot competition. If intermediate-good exporting country(foreign country) does not have final-good firms in the market, then the home country levies positive import tariff on intermediate-good imports whereas foreign country keeps free trade in this good. On the contrary, if foreign country has a final-good firm in the market, then the home country levies positive import tariff on intermediate-good imports and foreign country levies positive export tariff on this good. In this case, unlike Ludema and Wooton(1994), the externalities may increase not only the import tariff of home country but also the export tariff of the foreign country. We also show that the externalities are necessarily over-corrected in terms of optimum levels under the cooperative regime between the two countries.
