Abstract
In the former GDR the state bank was founded with state capital and vested with exclusive powers of a banking monopoly. This brought the co-operative banks under central control and assisted with the creation of the socialist planned economy. This move, however and eventually led to the demise of the existing co-operative banks dating from pre-socialist times. The cause of this demise were not faulty co-operative principles, but rather to the fact that co-operative principles were not properly adhered to. In other words: from the outset the problems were created by the way in which the planned economy was run. Because the socialist goals of the planned economy were give priority, the co-operative financial institutions were driven largely by ideology, politics, socialism, bureaucracy and officialisation. It was, therefore, necessary to immediately re-establish the values, principles and functions of co-operative banks that were damaged and eventually destroyed during 40 years of planned economy. Only this would allow the co-operative banks of the former GDR to once again take on its original role and function in the new Bundeslnder(new federal states).
