Abstract

Rapid population aging poses a significant challenge to the fiscal sustainability of public pension systems, making the increase in Basic Pension eligibility age a key policy option under consideration. However, the impact of such reforms on economic insecurity among elderly households has not been adequately examined. Using data from the 9th(2021) and 10th(2023) waves of the Korean Retirement and Income Study(KReIS), this study empirically investigates the effects of raising the Basic Pension eligibility age on economic insecurity and labor supply among elderly households. We employ a Conditional Mixed Process (CMP) model that accounts for the endogenous relationship between economic insecurity and elderly employment rates, simulating scenarios where the eligibility age is raised by 1 to 4 years. The findings reveal that raising the eligibility age significantly increases economic insecurity while simultaneously promoting involuntary labor market participation among the elderly. The policy impact is particularly pronounced for economically vulnerable households with high dependency on Basic Pension benefits, and private transfer income fails to effectively compensate for the reduction in public transfers. This suggests that the policy assumption that reduced public welfare would be substituted by family support may be unrealistic. Furthermore, the study confirms that raising the eligibility age not only exacerbates instability among existing vulnerable groups but also risks creating a substantial new population experiencing economic insecurity. These results indicate that raising the Basic Pension eligibility age represents more than a simple fiscal efficiency measure, it constitutes a policy intervention that fundamentally restructures the livelihood foundations and risk profiles of elderly households. Accordingly, this study presents policy recommendations that consider the protection of vulnerable groups and social equity in policy design.
