Abstract

This study explores strategies for improving the job quality of elementary after-school care staff through a professional project framework, focusing on the feminist context of education-care boundary adjustment. In-depth interviews and qualitative analysis of teachers and care staff reveal three key findings. First, teachers employ boundary-setting strategies that distinguish and exclude care from education, a process that manifests in legal frameworks, institutional policies, and everyday work practices. This exclusion contributes to deskilling and undervaluation of care staff’s work. Second, despite these boundary-setting efforts, the actual work of teachers and care staff is carried out in an integrated manner. Third, care staff’s professional project in response to teachers’ boundary-setting strategies is stalled by two structural barriers: (1) a union movement prioritizing wage increases and working conditions over foregrounding professionalism as a central issue, and (2) job institutionalization enabling divide-and-rule governance through multiple qualification pathways and part-time employment structures. In conclusion, advancing professional project of after-school care staff requires a two-pronged approach. Establishing distinct professional expertise that integrates education and care is essential, with social pedagogy as a guiding framework. At the same time, a university-level certification system is necessary to formalize this expertise.
