대학스포츠 선진화를 위한 총장협의기구 설립에 관한 제 규정 제정방안

Abstract

In this paper, I prepared Ways to Enact Regulations for the Korean type 'University President Sports Association', such as UCAA in the USA. I based it on problem of the strategy for the university sports point evolution that it was announced the document about laws and ordinances by the administration of the inside and outside the country University sports Organizations including American NCAA. I analyzed the present situation and official regulations of those organizations and others of sports developed countries at a point of view that was like the comparison method. I wanted to show the the ways to enact the University Sports Charter and Articles of Association of the official regulations that it was necessary for the establishment of this organizations. The basic rules and contents of the University Sports Charter seem to be summerized as follows;1) Besic rules: Respecting the spirit for the physical education of the Bedrock Education Nation Code(1895, idea and content of UNESCO "physical education and sports international charter" it is necessary to set that I contribute to nation harmony and enhancement through the essence recovery of university sports, the main subject of concern discussion and cooperation such as education, finance, institutions. 2) Contents: It is constituted in this Charter the full text and 7 articles. It should be declared that theses do the right phase of university sports while recalling respect and "physical education and Sports of the UNESCO Charter" for the mind of the physical education that appeared in the Bedrock Education Nation Code(1895)" for overcoming a university sports crisis. he main contents of articles of association with the establishment of the University Sports Association should be briefly summed pu as follows; This organization have to make "articles of association" that it is in the basic rule of the incorporation to recruit which hired the founder as a non-profit-making corporate body. According to enacting the "articles of association", it should be written as the necessary items below: ① name, ② purpose, ③ the location of the office, t ④ the matter about assets, ⑤ matter about appointment of directors, ⑥ the matter about the loss and gain of the member qualification, ⑦ existence time(civil law Article 40). I suggested that I constituted articles of association in Chapter 1 basic rule, Chapter 2 member, member of Chapter 3 business, Chapter 4 general meeting, the Chapter 5 board of directors, the Chapter 6 executive committee, the Chapter 7 the secretariat, the Chapter 8 interchange and the cooperation with connection group, Chapter 9 assets and accounts, Chapter 10 supplementary rules. The established system has foundation in a non-profit-making corporate body in the Korean Civil Code while the existing law is heated. After Establishment of this organization and watching its activities, it could be changed "a special government-affiliated corporation", which would be established by special new enacted laws such as " Sports Basic Law", "Laws about Promotion and Supporting of University Sports" or " University Sports Association Law".
