Abstract
Many Korean churches currently show interest in the social welfare ministry as a way to reach out to the community. In this paper we investigate the concept of social welfare in the Old Testament prophetic books. First, we try to establish a working definition of social welfare from the profession of social works. We define social welfare as a state of harmonious living under which every member in society pursue life in safety and security without being threatened by any disaster induced by others. According to this working definition of social welfare, then, we select passages from the Old Testament prophetic books. We try to discover a Biblical understanding of social welfare concept from the exegesis of the selected passages from the books of Isaiah, Jeremiah, Ezekiel, Amos, Micah, and Zechariah. How is the modern concept of social welfare understood in the prophetic books? Who is the object, and what is the purpose, of social welfare? We try to find a social welfare model from the prophetic books. Old Testament prophetic books do not present what social welfare is. Rather, in the prophetic books, the concept of social welfare is addressed from a negative perspective. People were told by the prophets not to do what might have undermined the welfare in society. Thus, through various prohibitive prophetic commands, we can construe an ideal state of social welfare in Israel. Prophets commanded not to persecute or mistreat the poor, widow, orphan or aliens. They were marginalized groups in society. Oppression on any of these marginalized classes may cause damage to the harmony in society. The Biblical concept of social welfare is rooted, firstly, in one's relationship with God, then with family members, and finally with other members in the community. We argue in this paper that an idealistic society presented in the prophetic books, in terms of social welfare, can be achieved when every member in society faithfully practices covenantal justice and righteousness. Then people may be able to live without worrying about their safety and security. When justice and righteousness is practiced even to the least in society, that is the poor, widow, orphan or aliens, then we can say that justice and righteousness is practiced fully. When social justice is established, then so is social welfare. Then everyone may live peacefully in harmony with his neighbors. This is a concept of social welfare in the Old Testament prophetic books.
