한국의 가족변화에 따른 아동양육시설(보육원)의 실태와 기독교상담의 역할

한국사회의 급속한 변화에 따라 가족의 형태와 기능도 본질적으로 변화하고 있다, 그러나 긍정적인 측면보다는 부정적인 측면이 더 강하게 나타나면서 가족의 위기와 해체에 대한 문제가 심각하게 제기되고 있다. 따라서 과거에는 전쟁고아나 부모사망과 같은 불가피한 경우로 아동들이 시설에 맡겨지는 경향이 있었으나 최근에는 부모가 생존함에도 불구하고 이혼 및 별거, 부모의 가출 등, 가족의 해체로 인해 양육시설에 입소하는 아동들이 증가하면서 이전의 아동들보다 더 심한 심리적 고통을 안고 있다. 한국은 1990년대부터 경제발전과 함께 사회복지가 확대되면서 아동보육시설의 기본요건과 양육방식들이 보완되었지만 아직까지 개선되어야 할 문제들이 많이 남아있다. 그 예로 낙후된 시설과 정부의 비현실적 지원, 시설종사자의 부족, 양육서비스 내용의 빈약, 자립지원의 부족 및 심리장애아동 방치 등의 문제가 있다. 이에 본 연구는 아동양육시설(보육원)에 의뢰된 아동들이 가정과 같은 환경에서 건강한 사회인으로 성장하도록 돕기 위한 방안마련으로 현재 한국의 보육시설의 실태를 파악해서 정부와 각 시설에서 추진해야 할 보육사업의 개선안을 제시하고, 더 나아가 기독교상담적 입장에서 시설아동에 대한 지원방안 및 시설종사자에 대한 교육내용을 고찰했다.
Abstract
Rapid economic, political and social changes have accelerated changes within family structure, which triggers family crisis and breakdown. In the past, children were sent to orphanages due to a war or parents' death. However, it is not true nowadays. Some children are being sent to child welfare centers even though one of their parents exists. Their parents separate, are divorced, or one of them runs away from their house. Thus, the children, who are staying in the child welfare centers, are suffering from mental hurt and have problems in adapting to new situations and in building relationships with other people.With economic growth in 1990's, Korean government has supported the child welfare centers and increased their numbers. However, there are still many problems to be solved. Facilities are poor and old; governmental supports are not enough; qualified staff is scare; high-quality services are not provided; most centers are not independent financially; children, who have some mental illnesses, are not properly treated. This paper focuses on how the children in the child welfare centers could be raised like those at home by proposing some alternatives that government and the child welfare centers could accept. Furthermore, it deals with how to take care of children and to support personnel in the child welfare centers in the perspective of Christian counselling.
