Abstract

South Korea has gradually transitioned from a monoethnic identity toward a multicultural society, implementing various multicultural policies to support immigrants’ cultural adaptation. However, such policies have often been limited to assimilation-driven approaches that treat immigrants as passive beneficiaries. This study introduces the perspective of the diaspora, viewing immigrants as active cultural agents. The research focuses on Goryeoin Village in Gwangju, a diaspora community that has grown from a few households in 2001 to a population of over 7,000, engaging in diverse arts and culture initiatives based on its historical and cultural heritage. Employing a phenomenological qualitative method, in-depth interviews were conducted with 13 members of the community and local cultural institutions, analyzed through Berry’s acculturation theory. Findings reveal that Goryeoin Village maintains its cultural identity while actively interacting with the local society, forming a hybrid cultural space. Notably, within a public-private partnership framework characterized by “grassroots initiatives–public follow-up support,” cultural and artistic activities have expanded into cultural tourism, fostering economic and social integration. This study highlights the need for a paradigm shift in multicultural policy and underscores the potential of diaspora cultural assets as key resources for local cultural ecosystems.
