Abstract

In the process of implementing major policy projects, such as deteriorated public building renewal and urban revitalization, the need for the use of public buildings has been emphasized. This study is to analyze the actual characteristics of them that can be utilized for local communities and to diagnose the potential demand for renewal and development potential, and to suggest policy implications for enhancing usability. The main results of the analysis on the status characteristics are as follows. Based on the data of 2017, 2,751 buildings in some residential and commercial use areas are subject to the primary potential demand for renewal. 275 buildings need to be reviewed for renewal every year for 10 years. However, the renewal potential to combine additional functions is generally expected to be insufficient because the 66%(1,803) of the primary target are smaller than 1,000㎡ in floor space. The policy Implications to enhance the usability of public buildings are as follows. First, the efforts to secure renewal funds by local governments, and the linkage-use of state-funded projects for small and medium-sized local governments; second, improvement of the application scope of consignment development limited to architectural activities; third, improvement of management evaluation of public enterprises due to consignment development of national and public property; fourth, seeking to boost private sector participation; and finally, the need to regular survey of the current state of total public buildings management by local governments and to establish a basic plan for the efficient management and utilization.
