This paper studies the effects of the Ammunition Stockpile Reliability Program(ASRP) on combat strength of the Republic of Korea Army(ROK Army). The ASRP is designed to assess the conditions of ammunition in terms of explosive safety and reliability so that timely maintenance or disposal of relevant ammunition can be provided. Unlike other papers studying the direct cost and benefit side of the program, this paper studies the effects of the ASRP on combat force by applying a comparative static analysis. The estimation based on a Cobb-Douglas functional form suggests that the ASRP on 81MM mortar ammunition leads to an increase in combat force by 11.29%, and a 16.5% increase is expected when saved expenses are used to purchase more weapons and ammunition.
