국방 R&D 중 선행핵심기술사업의 효율성 분석을 위해 부트스트랩 DEA(Data Envelopment Analysis) 적용 타당성 검증과 적용을 통해 선행핵심기술사업의 효율성을 분석하는데 목적이 있다. 따라서 연구는 두 가지로 진행하였다. 첫째, 결측 값이 있는 선행핵심기술사업의 효율성 평가시 DEA 적용보다는 부트스트랩 DEA 적용이 타당하다는 것을 실증분석을 통해 검증하였다. 둘째, 부트스트랩 DEA를 적용해 선행핵심기술사업의 효율성을 분석하였고, 그 결과 54% 기술효율성을 가지고 있었으며 비효율성의 원인은 순수기술효율성이 기인하였다. 추가적으로 효율성에 미치는 요인을 확인하기 위해 단절회귀분석을 사용하여 확인한 결과 효율성에는 획득기술과 논문이 중요한 요인으로 작용하였다.
Abstract
The purpose of this study is to analyze the efficiency of Prerequisite Core Skill Business in defense R & D through the validation and application of bootstrap Data Envelopment Analysis(DEA). Therefore, the study was conducted in two ways. First, it was verified that the application of bootstrap DEA was more valid than the application of DEA in evaluating the efficiency of Prerequisite Core Skill Business with missing data. Second, we analyzed the efficiency of Prerequisite Core Skill Business by applying bootstrap DEA. As a result, Prerequisite Core Skill Business had 54% technical efficiency, and the inefficiency was due to the pure technical inefficiency. In order to identify the factors affecting the efficiency, the truncated regression model was used. The result showed that acquisition technology and papers were important factors in efficiency.
