육군 '군인 부부' 여군의 일과 가정 양립에 관한 연구

본 논문은 여군 12명과 남군 4명에 대해 심층 면접한 결과를 토대로 육군 기혼 여군의 일과 가정 양립에 대해 연구하였다. 대부분의 기혼 여군이 배우자로서 남군을 택한다는 점에 주목하여, 연구 대상을 부부군인으로 한정하였다. 부부군인의 가장 큰 특징은 부부 양쪽 모두가 근무지 이동을 한다는 것이고, 이로 인해 안정된 가정생활에 많은 방해를 받고 있었다. 면접한 대부분의 여군은 일과 가정의 양립을 위해 남성 배우자를 비롯한 가족의 절대적인 지원을 받고 있었다. 여군의 직업적 어려움을 잘 이해하고 있는 남군은 가사 및 육아에 적극적으로 참여하는 편이었다. 도움을 주는 대상, 도움을 받는 정도는 제각각이었지만, 대부분의 여군이 가족의 도움 없이 군 복무를 계속해나갈 수 없다는 점은 공통적이었다. 또한 여군은 모성보호제도와 부부군인 관련 규정을 적절히 활용하여 일과 가정의 양립을 꾀하는 것으로 나타났다. 하지만 모성보호제도와 부부군인 관련 규정을 사용하는 것이 부대 및 동료들에게 미안한 행위이며, 이로 인해 진급에 불이익을 받을까 걱정하고 있었다. 또한 연구를 통해 새롭게 발견한 점 중 하나는 여군 내에서 세대 간 갈등의 조짐이 보인다는 것이다. 본 연구 결과를 토대로 한 정책적 제언은 다음과 같다. 첫째, 사적으로 해결하는 육아에 대해 군 차원의 지원이 절실하다. 둘째, 업무 중심적이고 남성 중심적인 군 문화에 대해 진지하게 고민해 볼 필요가 있다. 셋째, 여군 내 하위 집단 간 갈등을 해결하려는 노력이 필요하다. 넷째, 군 인력에 대한 성별통계 작성 심화 및 제공이 필요하다. 본 연구는 의미 있는 몇 가지 발견에도 불구하고 일과 가정 양립에 있어 남군에 대한 접근이 부족하고, 다양한 부부유형 중부부군인만을 대상으로 했다는 한계가 있다. 그럼에도 불구하고 본 연구는 사회학적 관심이 소외된 군, 특히 여군에 대해 조명했다는 점에서 큰 의미를 갖는다.
Abstract
This study is formulated from in-depth interviews of married females in the Army and research about their work and family compatibility was carried out. Given the fact that majority of female military members choose male military member as their spouse, the research was limited to married couple of military members. The main characteristic of military couple is that both partners are prone to relocation and thus experience heavy interference with their family life. Majority of female military members interviewed were found to receive utmost support from their male spouse and family to achieve work and family compatibility. Male military members were actively involved in housework. Level of support that they receive varied from person to person but the most of these women agree that they would not be able to continue their career in the military without the support of their family. Even though most of these women take advantage of maternity protection policy and certain military couple regulations, but such actions are frowned upon by the base and coworkers, and they often fear that it act as a disadvantage from receiving promotions. During the course of the research, it is found that conflict between different generation of female military members are likely to happen. The following are the proposals based on results of the research conducted. First, mothers in military desperately need infant care support from the military. Second, serious discussion about work-centered and male-centered military culture is urgent. Thirdly, solution to conflict among subgroups within the female military is necessary. Forth, information offering about military gender statistics is necessary. There are few meaningful findings from this research but unfortunately lacks the quantitative analysis. Also, since the research is based on interviews of small group of individuals, results may not represent entire military members. However, main emphasis of this research can be directly towards the meaningfulness of spot-lighting those that were excluded from interest of the public, especially the female members of the military.
