세계화로 인한 위험에 대한 고찰과 함의 : 러시아-우크라이나 전쟁을 중심으로

지난 수십여 년간 국제사회는 급격히 변화하였으며 그 변화의 중심에는 세계화라는 현상이 자리잡고 있다. 세계화는 자본, 상품, 서비스, 노동, 정보, 기술, 문화, 이미지, 아이디어, 환경 등 주권과 국경의 벽을 넘어서 조직, 교환, 조정된다. 그로 인해 국가 간 긍정적인 성과를 통해 세계가 더 풍족해질 것이라고 생각했다. 하지만, 그 이면에는 예상하지 못했던 여러 가지 부작용들이 발생하게 했다. 즉, 세계화의 과정에서 개인부터 국가에 이르기까지 개인과 조직간 상호작용은 더욱 복잡해졌고, 국가적 위험 역시 변화하였다. 국가를 중심으로 주변국으로부터 위험을 경험하였던 반면, 이제는 직접 접촉하고 있지 않는 국가의 영향으로 새로운 형태의 위험을 겪고 있다. 이러한 위험은 세계화의 특징인 위험의 탈영토성, 탈시간성, 위험의 낮은 예측성과 통제 가능성, 복합적 요소로 인한 인과관계의 불분명성으로 기인한다. 코로나-19로 전 세계가 혼란에 빠졌으며 바이러스에 시작이 모호하며, 한 지역에 한정되는 것이 아닌 순식간에 확산되었다. 또한, 전 세계적으로 대응하였으나 낮은 예측성 및 통제 가능성으로 많은 피해를 입었다. 이러한 코로나-19의 발생은 보건분야에만 영향에만 주는 것이 아닌 전 세계의 경제침체로 엄청난 파급효과를 가져왔다. 그 혼란에서 다시 우크라이나-러시아의 전쟁은 더욱 예측하지 못했던 혼란에 빠지게 했다. 세계의 한 현상이 세계화로 인접 국가뿐만 아니라 전 세계에 예측하지 못하는 영향을 주고 있다. 핵보유국과 핵 미보유국이라는 측면과 4차 산업혁명 이후 최초의 전쟁으로 각종 최신 무기체계들이 활용된 전쟁이다. 우리 국가의 현재 안보현실에 시사점을 제공할 것이다. 세계화로 인한 영향을 우크라이나-러시아 전쟁을 통해 살펴보고, 우리에게 주는 함의를 알아보고자 한다.
Abstract
The international community has changed rapidly over the past few decades, and the phenomenon of globalization is at the center of these changes. Globalization organizes, exchanges, and coordinates capital, goods, services, labor, information, technology, culture, images, ideas, and environments beyond the walls of sovereignty and borders. As a result, we thought that the world would become richer through positive outcomes between countries. However, several unexpected side effects occurred behind the scenes. In other words, it can be considered a process of globalization, the interaction between individuals and organizations from individuals to countries has become more complex, and national risks have also been diversified. While countries experienced risks from neighboring countries, they are now experiencing new types of risks due to the influence of countries with which they are not in direct contact. These risks originate from the deterritorial and temporal nature of risks, the low predictability and controllability of risks, and the unclear causal relationship due to complex factors, which are the characteristics of globalization. COVID-19 has thrown the whole world into chaos, and the virus has an ambiguous beginning, and it is not limited to one region, but spreads in an instant. In addition, it responded globally, but suffered a lot of damage due to low predictability and controllability. The outbreak of COVID-19 has not only affected the health sector, but has had a tremendous ripple effect due to the global economic downturn. From that chaos, the Russia-Ukraine war made it even more unpredictable. It has unpredictable impacts around the world in the various areas of military, economic and health risks. In addition, for our nation, it will provide implications for security situation as it is a war in which various latest weapon systems are used as the first war since the 4th industrial revolution and the aspect of being a nuclear and non-nuclear state.
