탈냉전기 이후 민주주의의 세계적 확산, 통신수단의 혁명적 변화, 세계화 에 따른 복합적인 초국경적 관계형성에 따라“타국 대중들의 마음을 사고 자”하는 공공외교는 21세기 국제관계에서 많은 주목을 받고 있다. 특히 국 제협조주의와 그것을 통한 미국 중심의 세계질서 유지를 외교전략의 핵심으 로 삼고 있는 오바마 행정부에게 공공외교는 매우 중요한 외교 전략이다. 그 러나 냉전시기 활발한 활동을 펼쳐온 미국의 공공외교는 1999년 USIA를 국무부로 통합시킨 이후 전반적으로 여러 가지 문제점들을 노출하면서 새로 운 전환기를 맞이하고 있는 실정이다. 현재 미국의 세계 리더십이 중대한 기 로에 서 있다는 위기감은 비단 세계금융 위기에서만 비롯된 것이 아닌, 국 제정치의 핵심 아젠다를 결정하고 선도적으로 추진하는 부분에서 타국 대중 들에게 점차 설득력을 잃어가고 있다는 점에서도 드러난다. 타국의 대중들 에게 미국의 의사와 미국의 선한 이미지를 효과적으로 전달하고 그 같은 설 득력에 근거하여 세계질서의 지도적 위치를 재강화하기 위해서는 공공외교 부문에 많은 노력과 개선이 필요하다. 이런 의미에서 21세기 미국 외교의 새로운 도전은 공공외교의 성공 여부에 달려 있다고 해도 과언이 아니다.
Abstract
Since the post-Cold War era, public diplomacy has taken an important position in international relations in 21st century, which is described as the global spread of democracy, the development of communication system, and a comprehensive relationship-building beyond the borders. Public diplomacy is especially a core diplomacy strategy of Obama administration that focuses on the preservation of American global hegemony based on internationalism. However, U.S. public diplomacy has confronted some troubles and entered a new phase after USIA’s integration into the State Department in 1999. The recognition that U.S. leadership in creating world order is in crisis arises not only from global financial crisis but also from the point that U.S. does not have as much support as before from the world public opinion for setting global agendas. U.S. needs to reform the public diplomacy in order to reinforce the leader’s position in the world by informing target nation’s public of the U.S. ideas and its good images. In this sense, the new challenge of U.S. diplomacy in the 21st century is up to the success or failure of public diplomacy.
