초록
세계는 인간과 우리 사회의 모든 것들이 인터넷과 全 방위로 연결되는 초연결사회로 급속히 전환 중이다. 초연결사회에서는 정보가 세상의 거의 모든 것을 주도하는 정보지배 사회가 될 것이 거의 확실하다. 이런 초연결사회에서의 가장 큰 위협은 보안 문제가 될 것이다. 이미 악의적 해킹을 통한 사이버범죄와 사이버테러, 국가차원에서 전개되는 사이버전, 그리고 통제가 어려운 기업 및 개인의 민감한 정보에 대한 무차별적인 유통 등의 요소가 국가 사이버 안보를 위협하고 있다. 사이버 공간과 물리적 공간이 융합되는 시대에는 과학 기술로 인해 인명과 재산상의 피해가 초래될 것으로 예측된다. 한국은 인터넷 분야 하드웨어 강국이나, 소프트웨어 및 보안 분야는 취약한 기형적인 국가로 기술 발전의 불균형 때문에 국내외 다수 악의적 의도를 가진 국가와 해커들의 놀이터로 전락한지 이미 오래되었다. 한국은 해외 대부분의 국가나 기업보다 더 우수한 인프라와 하드웨어 생산 능력을 보유했음에도 불구하고 미국 같은 국가와 구글(Google) 같은 기업은 소프트웨어 기술력의 우위로 한국을 압도하고 있는 것이 현실이다. 초연결사회에서 미래 국가안보를 보장해 줄 핵심 요소들은 관련 기술 선점과 개발 그리고 이를 가능하게 할 수 있는 전략개발과 정책 도출이다. 무엇보다도 미래사회가 전통적으로 인간생활을 지배하던 정치, 경제, 사회적 패러다임과는 다른 과학기술 주도의 시대가 될 것이라는 사실을 분명하게 인식해야 할 필요가 있다. 따라서 이런 새로운 시대에 대비하기 위해서는 기존에 국가전략과 정책을 지배하던 분야와 첨단과학기술 분야 간의 포괄적인 융·복합 패러다임을 구축하고 이를 기반으로 미래지향적인 국가안보 전략을 수립해야 할 것이다.
Abstract
The world is rapidly shifting towards the Hyper-Connected Society where human-beings are connected with everything and anything. Information will become the most valuable commodity in the Hyper-Connected Society as it is a place where information has dominance. Therefore, the information security will be one of the most important factors determining the fate of the Hyper-Connected Society. Increasing cyber-crimes and terrors, state-led cyber warfare and indiscriminate and malicious use of personal information are the major shortcomings already threatening integrity of the modern information age. Human lives are already at risk and constantly exposed to abuse and financial losses are mounting in an alarming rate as physical and virtual spaces are being converged. Korea has regressed into a country which is vulnerable to variety of cyber threats despite its world class information and communication infrastructure. This is the result of imbalance in the growth between software and hardware industries which allowed non-Korean software companies such as Google to dominate Korea and hardware giant such as Samsung. Based on the analysis of the speed and progress of information technology, it is of the highest priority to gain essential technological superiority for a nation to survive in the age of Hyper-Connected Society. Korea has been lagging in this endeavor but is slowly regaining momentum to face up to the new challenges. However, it is imperative Korea to focus its efforts on securing technological excellence in the areas of internet security and safety to counter threats to its national security in the future Hyper-Connected Society. In order to do so, it is necessary for Korea to consider security and safety aspects to be the top priority when formulating cyber security related strategy and policies.
