90년대 국제관계의 주요 화두는 세계화, 테러리즘, 에너지안보, 인간안보 였다. 그러나 21세기의 화두는 아프간전과 이라크전을 통해 글로벌 차원의 에너지안보가 새롭게 등장하고 있다. 이 글의 목적은 터키의 사례연구를 통 해 에너지 안보의 국제정치를 분석하는 것이다. 한국처럼 터키는 석유 및 천연가스의 90% 이상을 수입하고 있다. 그러나 터키는 지정학적 측면에서 중동 및 카스피해 연안의 주요 산유국과 근접해 있다. 터키는 이와 같은 유 리한 지정학적 위치를 최대한 이용해 21세기 국가의 부흥을 위해 새로운 계획을 세우고 있다. EU 가입은 그 하나이다. 이런 맥락에서 이 글의 구성 은 다음과 같다. 제2장은 에너지관련 터키의 지정학적 중요성, 터키의 에너 지 현황 및 정책, 그리고 에너지 파이프라인을 통해 터키의 에너지 외교정 책의 탐구한다. 제3장은 터키 내의 쿠르드족 문제를 통해 에너지 안보관련 국제관계를 분석한다. 끝으로, 제4장은 터키의 사례연구를 통해 한국을 위 한 간략한 정책적 함의를 제시한다.
Abstract
The main issues of international relations in the 1990s were globalization, terrorism, energy security, and human security. However, energy security is newly emerging as one of major agendas of global perspective through two wars with the beginning of the 21st century. The goal of this paper is to analyze international politics of energy security via a Turkish case study. Like Korea, even though Turkey is above 90% in import of oil and natural gas, it is located a geopolitical proximity with main energy producing states. In order to maximize such useful geopolitical status, Turkey is supposed to plan its new reconstruction. One of them becomes the member of European Union. In this context, this paper is consisted as follows; The follow chapter explores stress the energy-related geopolitical significance, energy policies, energy foreign policies in turkey. The third chapter analyzes energy-related international relations of through the Kurdish issues in Turkey. Finally, this paper will suggest some policies implications for considering Korea.
