정부는 2012년까지 11종의 부동산 공부를 하나의 부동산 공적장부로 통합하여 일관된 부동산 정보를 제공하기 위해 부동산 행정정보 일원화 사업을 추진하고 있다. 이를 통하여 공간정보 기반의 부동산 정보를 효율적으로 통합 관리하여 일관된 부동산 정책 개발과 집행이 가능할 것으로 기대된다. 정확하고 신뢰성이 있는 부동산 행정정보 일원화 사업을 위해서는 기초자료인 지적도의 정비가 무엇보다도 우선적으로 이루어져야 한다. 따라서 본 연구에서는 지적도 원점 간의 변환, 도면 재작성 과정에서의 변화 추이, 그리고 경계점좌표등록부의 미세 폴리곤 처리사항 등 현안사항을 실험지역을 대상으로 분석하고 그 해결방안을 제시하였다. 또한 개선된 지적도 DB를 활용하여 디지털지적 구축사업과 공간정보시장에서의 지적정보 활용 등 복합적인 활용방안을 제시하였다.
Abstract
Our government drives the project that consistency of real estate administrative information and wants to provide the consistent real estate information that incorporate the 11 kinds of real estate registries in 2012. Those suppose to manage effectively the real estate information on base of geo-spatial information and inconsistently the policy development and enforcement. At first, it is need to execute the refinement of basic data on cadastral map to make a correct and reliable real estate administrative information. So this study shows issues on the cadastral map that coordinate origin transformation, modification on cadastral map with the regeneration and micro polygon slices on the boundary coordinate registry and the analysis and solutions on the case study. And using the refined cadastral map applies to the digital cadastral achievement project and shows multiple methods about geo-spatial market in accordance with cadastral information use.
