Abstract
This study aimed to compare three stakeholders' perceptions of confidentiality in workplace counseling. Through analogue research using hypothetical scenarios, we explored the contents and the reasons of three stakeholders’ confidentiality judgments. Qualitative data collected from 13 workplace counselors, 14 employees and 11 personal managers were analyzed by content analysis. As a result, three stakeholders' primary judgments on confidentiality were different for each case. In the case where the client's symptoms were not serious, stakeholders' judgments were similar, whereas in the high-risk case, the judgments were different among the stakeholders. The reasons for the confidentiality judgment were different depending on stakeholders and cases. Personnel managers considered clients, counselors, counseling centers, and organizations in the case with low probability of accidents, and mainly considered the organization in the high-risk case. Regardless of the type of case, employees reported counseling ethics and clients as reasons for confidentiality judgment. Workplace counselors made judgments on confidentiality by considering clients, organizations, and counselors comprehensively. Based on the results, the implications for workplace counseling practice and follow up studies were discussed.
